POSITION PURPOSE

Performs a combination of program administrative and compliance functions related to Company and Federal drug and alcohol testing policies and regulations. Facilitates airport access and the pre-employment process including thorough First Officer (FO) Pilot Records Improvement Act (PRIA) background checks in compliance with the Federal Aviation Administration (FAA) and Department of Transportation.

ESSENTIAL DUTIES

· Directs associate drug and alcohol testing (to include pre-employment and random testing) in accordance with Company polices and Federal Aviation (FAA) and Department of Transportation (DOT) regulations.

· Tracks test results, collects documents, enters data, and files information in an audit ready style.

· Trains supervisors and managers in recognizing associate behaviors which would signify the need to conduct a drug and/or alcohol test. Tracks training dates.

· Reviews vendor and TPA invoices for accuracy; resolves any discrepancies.

· Retrieves Criminal History Records Checks (CHRC) and PRIA background checks. Investigates any criminal histories to determine eligibility for employment and/or access to secure areas.

· Discusses contents of reports with associate, if necessary.

· Petitions other employers for associate training and employment records in accordance with FAA regulated turnaround times.

· Supplies training records to requesting airlines within regulated timeframes.

· Completes Forms I-9, verifies I-9 documentation and maintains I-9 Files.

· Performs and participates in audits as directed by the FAA Drug Abatement Division. Works with Talent Acquisition and management teams for other file reviews. Prepares and participates in annual internal and federal audits.

· Serves as point-of-contact for applicants and trainees in answering questions regarding the progress of background verifications.

· Electronically files documents and updates spreadsheets per company policy and federal regulations. Enters data into applicant profiles. Maintains accuracy and integrity of all information in databases to support compliance regulations.

· Fingerprints associates, contractors, vendors, and temporary employees needing access to secure areas in airports and company facilities.

· Maintains adequate coverage of Signatory Representative at various airports.

· Performs periodic badge audits for airports.

· Maintains and monitors the Transportation Security Clearing House escrow account.

· Responds to issues on a 24/7 rotational basis.

· Other duties may be assigned to this position, as needed.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

The requirements listed below are representative of the knowledge, skill, and/or ability necessary to perform this job.

EDUCATION and/or EXPERIENCE.

· Associate’s degree and at least 2 years of related experience, OR

· High School diploma and 5 years of related experience or and equivalent combination of education and experience.

· Strong verbal, oral, and computer skills.

· Excellent organization and follow-through skills.

· Able to respond proactively, be deadline driven and able to manage changing priorities.

· Intermediate Microsoft Office skills

PREFERRED EDUCATION and/or EXPERIENCE

· Bachelor’s degree or training in a related field.

· Strong organizational and task management skills.

· Airline and/or Drug and Alcohol compliance experience.

· Certification as a Certified Designated Employer Representative (C-DER)

LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or associates of organization.

REASONING/PROBLEM SOLVING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

DECISION MAKING

Customer Service focus when making decisions on how to carry out specific day-to-day tasks. Consults with supervisor on anything out of the ordinary.

Typically not exposed to extreme environmental conditions. Able to carry a company phone and be

“on-call” after normal working hours to coordinate any Post-Accident and Reasonable Suspicion testing.

TRAVEL REQUIREMENTS

Travel up to 20% of the time, including overnight stays.
